Cluster of Public Discourse: Committee + Members’ Offices + [Plenary Chamber] = National Assembly
Rather than maintaining the existing spatial structure—where the Main Building, Committee Buildings, and Members’ Office Buildings are separated and political activities are confined within a fixed framework of parties and seating arrangements—the proposal reinterprets the National Assembly as a network of 19 committee clusters and 300 members’ offices. By dissolving physical boundaries and shifting the focus from political parties to policy agendas, it seeks a more flexible and dynamic environment for public discourse.
The committee-centered organization enables fluid collaboration and reconfiguration, allowing the Assembly to function as an active platform for continuous discussion rather than a collection of isolated institutions. Instead of remaining an exclusive political space, the National Assembly is reimagined as an open civic forum where citizens, experts, and legislators can engage in dialogue.
By redefining the conventional power-oriented spatial hierarchy, the master plan strengthens civic participation and positions the Assembly as a leading symbol of democratic governance. Furthermore, the proposal connects the complex to the city’s natural landscape and, through a strategy integrating parks, streets, green spaces, and urban infrastructure, transforms it into an accessible and sustainable civic destination that encourages everyday public engagement.
